Help convince people to playing sportsman like in ranked. Record feature in game?

I know that in the lower elos it is more or a problem then in the higher ones but I think that it is still constant no matter what level of play that you are at. I am talking of course about the people that rage on there teammates and leave or the ones that troll all together. I know that it is a very hard thing to deal with because of the amount of people that play league alone. But one thing that I think that will make it possible is by adding an in game record feature. This will allow people to capture the moments that people are at there trollest. The recordings can save to a personal file on the computer that can be linked with a player report at the end of the game. Also some good of it would be that people could also use it to capture some of their greatest plays on the rift!!! :)
