Vladimir re-work Thoughts!

My main thoughts, as a Vladimir main, with almost 1 million mastery points, is the dreaded Vladimir touch up. After seeing game play of the Vladimir re-work I enjoyed it but one thing stood out to me as a problem. I feel as if Tides of blood should not be stopped by minion waves when traveling outwards from the center. I agree it is fair for it to be stopped by champions that it hits, as that is counter-play for whoever is behind the champion that it hits, however Tides of blood being stopped by minions makes it really hard to trade poke in lane. Especially against a counter who knows how to stay behind their minions. How are Vlad's supposed to trade with E's if someone who can burst them down to nothing, can simply sit there and take only Q damage and not be harmed in the slightest. To further my point the best thing about the current Vladimir is his guaranteed damage from his E and Q together, if he is near someone he can hit them regardless of their positioning and that is why he shines in the laneing phase. To sum this up to me the new Vladimir E should go over minions but not champions, please leave your thoughts!

E should work like Kalistas Q, if one of the projectiles kills a minion, it should continue moving.

I feel his e is fine (from what I have read and seen, no pbe) but his e damage is a bit high and his q a bit low. I would be interested to see a sunfire rush on him. (would solve his wave clear and trading plus his health scaling is waaaaaay better (e and passive))
