Pre season or not, these new runes are so "ballanced" I wont be playing pvp till season 8 when everything is better and stomp out all the retarded crap riot pushed out and just do pve. (I wonder why there's a PBE)

PBE isn't used (and shouldn't be) primarily for testing balance, especially with large changes like this. The types of players on the pbe are different than the average player, they are more likely to use new and interesting things than strong or high win percent ones. Ofc not every pbe player but more of them than on live.
Pbe is mostly for testing for bugs or community opinions (more on art and mechanical feel than balance).
