Am i the only one who thinks Garen is so op in urf?I mean when i see enemy team has him i literally just want to leave...Champ is broken and if riot doent fix it i am going to stop playing URF its soo anoyinng guy only spins and easily gets kills like its nothing...

Just apply this to
Garen's E CD already does start when it ends. The reason he can Beyblade is this part:
After 1 second, Garen can reactivate to cancel it immediately, reducing its cooldown by its remaining duration.
Judgment does one tick of damage the instant you activate it, then instantly reactivating it refunds about 3 seconds off of its 1.8 second CD so you can hit E again for that initial tick.
You'd have to remove that CD refund to stop him from Beyblading, but I feel like doing so would just make him complete garbage in URF (since he'd have basically no kill potential against most of the roster for most of the game).
