Cant riot remove his Q gathering storm nerf . its just annoying as fuck i cant even stack my nado on scuttle crab when i roam top or bot and i cant prepare minions cuz my nado would ran out.... and sometimes it feels clunky but i guess thats just my thing. i dont rly think it changes something to non yasuo players tho.
In my opinion Annie should get the same treatment.

Oh man, you get an extra free spell in your kit? What a shame it's not insanely powerful for no reason.
Mind you it's a spell that acts like a spell when needed (e.g. 
blind) and an auto attack when needed (e.g. 
passive), so really it has no counter other than dodging, except if you combo with his E, then that's gone too. And it can both crit (unlike most spells) and has a knock up (effectively true CC, because tenacity) on it. So, no. I see no reason to not make it one of the hardest to utilize spells in the game when it's one of the single most powerful, something that the nerf doesn't even accomplish very well.
Or come into lane and stack it fairly. It doesn't take long. And if you're yasuo and your top laner doesn't have his own knock up, that's his fault or yours depending on who picked first.
Also a 10 second zone in lane that has very little down time is insane.
