So I saw my friend playing Heimerdinger recently and I noticed that on his screen there was a circle that appeared on the enemy mid laner at times. I asked him what it was and he had no idea either. So I looked on the internet but google did not give me a solid answer. So I am turning to the boards. What does that little circle on the enemy Mid Laner do?

Heim's Auto-Attacks, within range of his turrets, tells them who to attack. That's the reticle circle you're seeing. It makes focusing fire and last hitting much easier.
