On the PBE Veigar Changes

I've been playing a bit of the updated Veigar on the PBE and although he generally still feels powerful, I feel like he needs somethings to return him to his normal levels.

The biggest issue I feel that exists for Veigar is that these changes further stress his inability to help his team.

His stun was his best teamfight ability and with the delay on it, only people previously CCed, people who aren't paying attention, or people who are just stupid will be hit by it now. In this abilities prior incantation, it felt cheap to just snag the enemy with the corner of the trap, but now it's just frustrating to be essentially completely helpless if more than one person; or a person with any sort of blink, are/is set on killing you.

Also, with the E changes, his W has become even more difficult to land as the stun itself has become more difficult to use. Most of the time, it feels like you have to waste one of your abilities to "corral" the enemy so you can hit them with another. This sort of gameplay just feels boring and gets frustrating very quickly.

Taking these points into account, here are some changes I could see making up for lost ground on the Veigar front: -increased W damage if only one target is hit -the cooldown of the W being reduced/refreshed on kills -the ultimate granting a passive that reduced cooldowns on kill, grants bonus stats (CDR/Magic Pen/etc.) while off cooldown, the level of the ultimate scaling inversely with W and/or E delays -the affected area of the E shrinks inward towards the center over time, stressing the "caged animal" and "supervillain trap" aspects of the ability while increasing the chance at stunning champions that find themselves inside ( "It's no use!" "Right where I want you!" "You fell right into my trap!") -the E's "charging" time inversely scaling with CDR/level/etc. -the Q's ability to hit two targets functioning more like Sion's E or Lissandra's Q, where after hitting the first target the ability gains range (overall this would boost the range of the ability if you hit a target but lower the range if you did not) -Mana returned/temporary Movement Speed granted if the second part of the Q kills a target -increased missile speed on the secondary Q

I plan on playing more of Veigar as time goes on and I usually enjoying playing him however, the recent nerfs he's suffered have left him in an even worse spot. The current changes seem to only serve to make him more cheesy and less viable than he currently is. He needs some sort of change to his mechanics or his utility not to make him powerful, but rather, to make him usable.
