The PBE has been down well over 4 months. I don't understand whats taking so long for the new website to be released. I really would like to go on the PBE and test new coming champions, and buffs... etc. But I can't because I have to apply. But I can't apply until the site comes up. If a helpful riot staff could clear up for how long it been taking that would be great.

PBE is fine, you probably need to renew your PBE account. Riot rotates out accounts to get different testers, so once every so often you need to re-apply to stay on the PBE.
I don't know how often you need to re-apply, I just know it's a thing.
we seriously need more people joining the pbe, right now it takes around 7 to 10 mins when lots of people are on
while on days where not so many people are playing it can take up to an hour usually
its getting annoying cause i cant play pbe ever
