So the patch notes are claiming that "We’re okay with her having some early kill pressure, but opting into the level 1 non-empowered “E-spam” strategy shouldn’t automatically win the lane." Why are they making it so her E does more damage at level 1 then? That seems to be the opposite of what you're claiming to do. The lowered base mana doesn't mean shit in weakening her level 1 trades.
It does more damage against poisoned enemies, so it's supposed to make her not waste most of her mana at level 1 (now lower) by spamming E and make so she waits at least level 2 before trying to spam E, so she gets more damage off in relation to her manapool.
It's basically to prevent her from constantly going for the all in. Now, she can do more of Q+EE combo for more potency
Personally, it does not make sense but i rather she has more E damage because I hate doing 10x E and my opponent walks away
