As a support main, I notice that late game I may need to clear minions in the base or catch a wave for some reason. The support penalty happens even when the final support upgrade is complete. Is this a bug? I’m getting this penalty 40+ minutes.

Stops solo laners from abusing it, and still let's supports help clear waves later on when it matters

There should not be a penalty period if there is nobody nearby... I just had my ADC go afk on me and have a choice of limited wards or limited farm for my team and its BS
spending 50% of the match building 1 item.
The penalty is working by design, unfortunately.
I feel like I'm in Season 2 all over again. Generate gold, buy wards.
Sell the support item/don't build it if the penalty is too much.
Also, they could add gp10 to rune stats. Before runes reforged we could get that with runes. This would be a great time to bring it back.
late game you shouldnt be clearing the waves. your damage dealers should be.
thresh can barely do anything.
the only champs that "could" are AP supports, but they are meant for high damage. they shouldnt get the benefit of being a 2nd mid in terms of items late game.
They removed the opportunity cost of buying a 4 ward item by giving it for free, so your gold is "front loaded"

When you have your 3 items, you're full build. I think the changes are all really positive for support and not much actually changes in the role
