How to Handle Leblanc

Thoughts: Leblanc sits under a 50% win rate, from Bronze to platinum or like 97% of ranked players, Being in bronze I see people get kills early, but than fail late. (not getting cs) or get dominated in lane altogether. However I've played her a few times and I found that with a simple Q->AA->W->W, you can nuke some one for sizable amount of their heal at level 2 without taking anything in return. Than late game, you can 100-0 almost any squishy, W->Q->AA->R->E->W, You could say that you could stack MR, against her, but than she could just out poke you. I found and to be extremely annoying when playing her, because they can disrupt her combo. I found to be pretty useless against her, Does her combo and wait for CD's and just burst you after it procs.

What I'm suggesting

Sigil of malice: Range Reduced to 625 from 700 Cooldown Increased from 6 flat to 10/9/8/7/6 Cmon, Rito Her main combo ability on such a Low CD early

Distortion: Range Reduced from 600 to 550, Being able to jump 600 Units twice is a little much.

Ethereal Chains: Range Decreased to 850/900 Reduced Secondary Damage From 50% to 40% of Ability Power Being able to Land a Morgana Bind from half way across the lane, this champion isn't even Morgana

Mimic: Added Mana Cost of 75/100/125 Free Spells on a low CD Cheap spells on a low CD
