Illaoi tentacle clearing problem

People might dismiss this as me being butt hurt, but I think there is a problem with how illaoi's tentacle spawning works. There have been too many times in lane where i clear an illaoi tentacle and it immediately respawns in the exact same place. Its already hard enough to clear her tentacles without getting grabbed, tentacled and vessel-ed, but the instant respawn just takes away all the benefit from the risk of clearing. There should be some kind of time limit where a tentacle should not be able to spawn in a small vicinity for a couple of seconds, because as it stands, the only time you can clear illaoi's tentacles safely is when she leaves lane, you have a ranged auto attack, or if shes too low to fight you.
