Lucian PBE buffs

I'm tired of just seeing his damage buffed when there are some serious issues with his kit. If anything a single range buff to make up for the 3 range nerfs he's gotten would help him better

Lucian's problem is tanks. He's a 500 range ADC that can't kill tanks that is all.

I feel that lucian goes through phases of being absolutely dog shit for a few patches then gets an absurd buff and pushes him into god teir, then nerfed hard then buffed etc

Honestly his concept doesn't work too well as an adc. Most ADC's want to stay as far back as possible and pump out damage but Lucian needs to get up close to effectively get his damage out. He's more like Graves than like other ADC's.
