Like when a Zed blows all his abilities and tower dives me, and I manage to actually juke his double shuriken so he doesnt get the energy back, he'll actually be at risk LIKE HE'S SUPPOSED TO when he tower dives me.

If they did, they would probably just let one of his abilities regain that same amount if he successfully hits (like Kennen does with Lightning Rush). That would mean he is nerfed if he misses (let's say, with his Razor Shuriken), but he remains the same if he's successful.

Naw. He's not even that hard to beat as it is. Easily countered by Zhonyas and if you are playing safe and smart, you won't have to blow your zhonyas before he uses his ult.
And if you're really smart, you won't even need to use Zhonyas to beat him.
Would be a decent change, depending on the cost. If its to high, Zed will never be able to jump out because he blew all his energy on his combo. If its to low, he'd be super broken.
Another change my brother thought of would be only allowing him to ult shadow jump if his death marked target dies or reaches "Mark will kill you" status.
