Riot is too busy making "cool" dance/recall animations and collecting $$$ from "esports" to care about their players.
Just as a follow-up, try posting this on the EU Boards so Rioters on EUW have a better chance of seeing your post!

Just know that you'll probably have to be patient if you want Rioter match, and the timeframe you've told us about is after work hours, so most of them are probably on their way home, home or otherwise preoccupied. But if you create a post on the EU boards, I should be able to give you some advice on how to catch a few Rioters.
