Harsher punishments in ranked?

Honestly why don't we have stricter punishments for ranked? I been playing since the open beta from gold then plat all season, quit the game, came back after a year, did placements and got gold before this last season ended. I did my placements for this new season and it's a lot worse. The bigger the community gets, the more toxic players we get. Playing this game for years I don't expect to win most of my games. I'm looking at an average loss every 4-5 games. But with a lot of these players giving up in the first 5 mins because theyre 0/4 because they cant ward and wanna blame everyone else, causing others to tilt, making them to play poorly next game, then it just becomes a dominos effect. Why can't the reports for ranked games be taken more seriously? I see too much of "im just playing for fun" going mana build yasou top (sarcasm kinda). "Why are you taking this match so serious" like its ranked not bots. Today I seriously got someone in my ranked game say they were gonna int. because I was in my promo and the wanted to see me flame. In a way I felt it was like a joke, but then he proceeds to do SOO horrible walking to mid, fights, dies, respawns, tries to fight them again and complaining. (will look through my games to take a screen shot) It's one thing if you wanna joke around or try builds or champs in norms, but there is a reason why we have ranked and norms. If you wanna play seriously, go to ranked. If youre just gonna troll or do stupid things, go to bots, leave norms for the casual players. No this isn't a "you cant play outside the meta" post. But at least cooperate with the team. If youre losing, dont give up and start feeding and making it bad for you team. To wrap it up, please rito take these reports from ranked more serious. If they get reported by whole team clearly something is wrong, If you see they went 2/17, prevent them from doing ranked for a certain amount of games. Just like we have the low priority que for those who afk or leave games, make them only able to play bots or norms, make a que for these toxic players. if they troll ranked, make them do 5 norm/bot games before they can do a ranked, if they keep being toxic and purposely making teams lose, make them only able to do bots for 10 or more games depending on the amount of reports. once they do those bots, let them do norms till they stop getting reported and finally let them back into ranked.
