It takes away too many people from regular play, team builder players are virtually non-existent in higher elo when URF mode is running. Was fun, but no thanks.

I thinks that's because it was around for a limited time, which everyone knew. If it were permanent, it wouldn't be this amazing, limited-time-offer-type thing, it would quickly become just be another game mode, like ARAM.
