Unsure where to put this

So, I don't know about anyone else, but facing a Fizz is pretty much bull. I was in a game with one and I basically killed him, he was under 15% health, under a tower and I died only. I brought him from full health to below 15% health and from there I was instantly killed. No clue if that is just a skill he has, I don't play Fizz. But regardless, I feel something needs to change with his move set. I may be the only one, but a one shot attack does not seem fair. I should note that he was level 13 and I was 9. Has Fizz ever got reworked, because honestly it feels like he was just made and released to the public without testing.
