The first time you leave you get a warning, regardless of how or why.

Also, this notification has been here for a few hours now saying there's a problem with players connecting and they are trying to solve, so why is he queuing up knowing a problem will most likely happen?

if the op was mid game when this went up, that it'd be a bit more understandable, as Riot (as far as I know) doesn't notify you of problems when you are in game (or of anything else...like server restarts)
in which case the op shouldn't be punished, since it happened during a known tech problem
and usually League is somewhat generous, giving you (as long as you have good match standing) a 1 off for leaving a match since they know emergencies can pop up
