Should League have a Clone Character?

This champion idea may need to use certain vetting, but that's why you post to get validation or feedback. I will be using Garen as an EXAMPLE to elaborate the system but the champion design has not been flushed out, just the system of selecting a clone variant.

During Champion Select you can Select Garen as your playable champion. Once selected, you have a choice between Garen or Garen2 (clone). The differences between the two characters are slight variations to their skills in game, base stats and look. example: Garens Q inceases MS and then silences. Garen2s Q could create a slow around garen2 during the duration of the spell.

Character Spells, passive, abilities, base stats and overall Theme has not really been thought out but it would be interesting to hear anyone's opinions on a character that would utilize a system that would allow a variant selection during champ select.
