If Irelia's stun is based on percentage of health between her and the opponent, then why do I get stunned when i have like 1300 health and Irelia has 1900 health?...

It's % health, not total. Irelia might have 1900 of 3000 health and you have 1300 of 1600. Irelia has 63.33% of her health, you have 81.25% of your health. You might have lower total health, but you have a much higher health percentage and so she stuns.

because 1900 health on irelia is probably 60% of her total pool and 1300 health is 80% of yours, idk...

Because its % , its like 5th grade math , also little known fact if you are both at 100% she will still stun you.
