Vi needs to be weakened

Basically from all my ranked games this new season. I have found vi is too much of a snowballing jungler. assassin junglers are known for taking over games but can be punished due to their lock of hp. vi cannot be punished however, her kit gives her enough base hp to build like a nocturne. she is able to 1 shot tanker top laners too early in the game as well. she can 70-0 a shen 10 minutes into the game. personally that doesn't seem healthy as elise cannot even do this. vi needs to be tuned to be an assassin or a bruiser choose one. not a bruiser who is an assassin.
