Player matching

I don't know if its just me or what but.....can I stop being matched with players of really bad skill level. Ive heard from a few players that riot expanded who you play with. So some gold may be with bronze etc. But can we like shrink the range a bit. I know it shortens que times but whats the point when youre matched with a player who still stands still and tanks minion waves. I'm not the best player and not saying I deserve a higher elo but I don't deserve to be matched with people who are still LEARNING how to cs and move their character.
