I play a lot more TT than 5v5 matches, and I am really missing out on the system when I play a champ several games straight there and have the same rank for him.
It's already been quite a while, so can TT finally give mastery points?

Will never happen. Riot outright do not care about any map other than Summoners Rift because that's the only one that matters at all to them.
Certain champs are unbalanced on there, it would not be an accurate representation of your skill with said champion. The game is balanced around Summoners Rift (unfortunately) and Twisted Treeline has long since been forgotten. Either it needs a real overhaul or it needs to be removed.
