Annie is in a pretty bad state right now. Especially with 
&
running rampet in the mid lane. They have buffs planned for her in coming patches which will help but until Assassins are addressed properly we wont see her returning to the meta anytime soon.
The suggestion is 10/10 awesome, I'd love to throw the teddy bear and have it hulk out into full-sized Tibbers.

If you want this idea to gain ground you should probably delete and repost it without the awful premise. Most people will just downvote you into the ground if you claim a change is needed and insist it is because a champion that is not OP is somehow OP.
