mikael's crucible harmony bonus not working

i recently bought Mikae's in a game for the bonus health regeneration that the harmony gives, and it said that it was giving me zero. The Mikael's alone should give a bonus 100% with its own stats, but I also had ardent censor and redemption, which also did not trigger with the harmony. Can someone tell me if it works differently than I thought or if its actually bugged?
