New Morde useless in ARAM?

Because of the lack of a dragon AND because his w passive (full lane xp ) which requires last hitting in aram, will the new morde be even weaker in the howling abyss? It wouldn't be the first time a champion has been affected in ARAM based on summoners rift balance changes.
