Ryze's Mana Scaling

Does Ryze still need his mana scaling? The ratios for his abilities is super small now compared to his old scaling and I feel like they were kept on for flavor sake. If the purpose was to make him build like a regular mage, why beat around the bush?

I'm pretty sure they did it so that Ryze's itemization can't just be tank/mana items and still 10000 damage. I'm sure they wanted players to actually build AP if they wanted to do damage.
