If I switch from NA to EU:

  1. Can I use my existing NA account on EU?
  2. If I want to switch back to NA after switching to EU, will LoL download everything again for NA? Or does it keep the backup of NA if I switch to EU so that I can easily choose my server without downloading every time?

You have to patch for NA or EUW every new patch but after that you can switch between servers quite fast.

You cannot use your account on NA if you switch it to EU.
