Riot needs to rework the current rune system as it's very problematic and has a lot of flaws in the state it's right now, to sum up some of the major flaws:

  1. The system is not friendly to new players, everytime someone levels up there is nothing that tells them what the rune system is about, how to use it and how it affects their games, new players tend to end up buying low level runes that are basically worthless later on and now they can't even merge them into new runes.

  2. Tier 1 and Tier 2 runes are in a weird spot because as you level up you open up slot by slot and the differences of adding runes one by one per level is not satisfying, or noticeable at all.

  3. Tier 3 runes are too expensive for the difference they have in comparison to Tier 2. Why are Tier 3 runes so expensive? A tier 2 glyph of CDR gives 0.67% at a price of 35 IP and a tier 3 gives 0.87% CDR at a price of 820 IP 23 times the price of a Tier 2 rune for a difference of .2 CDR.

  4. Runes being too expensive also creates the problem that a player has to decide if they can buy another champion they'd like to try or if they get stuck trying to fill a rune page to actually be on the level of another player.

There are many other problems, but these on my personal opinion are the most noticeable, feel free to add any other thing that comes up.

Now, onto possible solutions I suggest to make the system less flawed:

1) Unlock the whole board at level 10 and give out a set of free Tier 1 runes.

This gives the player a nice time to understand the basics of the game before they start to learn about a system that will affect their gameplay directly, also giving a set of free Tier 1 runes ensures they will experiment with different rune builds and see what suits them better.

2) Make Tier 1 and Tier 2 runes drop randomly after a game and bring back the rune combiner

Simple, make runes a random drop after matches, no matter the result, there is a 50-50 chance that you may obtain a rune, this would ease the burden of wasting IP on runes, andif a player starts to get too much runes, they can combine them into Tier 3 runes that they may use later.

3) Lower the price of Tier 3 runes

It's pretty easy to understand this one, make Tier 3 runes cheaper, 100200 IP for regular runes and 400500 for Quints seems a more reasonable price rather than 800 and 2050 IP.

4) Merge all the Tiers into a single one and make runes scale with summoner level

This one is my personal favorite, merge all three tiers into runes priced at 300~400 IP (800 for Quints), these "evolving runes" will go up on their own as you level up.

When you reach Level 15 all runes you own and all future runes you buy will be Tier 2. And at 25 they move onto Tier 3 runes.

Totally agree with all of this, but I'd also like to mention the pages. The pages are a HUGE PAIN as you have to set them up before you queue up, and sometimes you might end up in a role where you don't have the optimal runes for. Not to mention the pages themselves cost 6300 IP. It'd be much more optimal if they were like the mastery system, where you can edit them while you're in champion select.

There is one issue with lowering the price for runes. What would happen to the people who already have runes? The ones who already grinded a shitton of games in order to get the runes for these pages (i.e., me). It seems unjustifiable to make it easier on everyone else when we already went through the pains of saving up. If this change were to be implemented, I'd really like an IP reimbursement to help cover my losses for the runes I already purchased.

I think they should do away with tiers altogether. I'm not sure what the benefit of the system is.

What do you think the Rune system is for? Why are they so expansive? Why does a rune page cost so much?

SO RIOT MAKE MONEY OFF PEOPLE THAT BUY THEM WITH RP OR BUY IP BOOSTS.

The system rework you suggest will never come to be because riot wants those $$$.

Agree completely, part of the reasoning behind the current rune system is that players are more likely to spend RP on champions if they need to save their IP for runes. Regardless, many of these changes could be made without interfering with the incentive to buy champs with RP. Good Stuff Mein item 1058
