Is their a way to get better teammates? I seem to be having really bad luck.

In the past 23 games I have played I have had 17 loses and 5 wins. Now, you may be saying: "oh you probably stink at need to git gud. ggez" But for a majority of the games I have played I have done ok and won lane, or if I lost I managed to roam to help snowball other lanes. How come I always seem to get bad teammates. The most recent game I played I had a mid lane teemo who went 0-6 at 6 mins and fed kata, at the end she had 23 kills. The same went for botlane, we had a 3-11 vayne and a 1-7 soraka. I did ok in lane, riven pushed hard and got a kill but I assisted killing her in two ganks. It has been the same in other games. Another time I went 13-2 on urgot and my whole team just fed the crap out of teemo and garen. This seems to happen every single game, and I will admit sometimes I dont do so well but usually its the result of me getting oneshotted by a 23-6 kata.
