Annie scaling in two roles

Why does she scale so hard in two different, entirely separate roles? AOE stuns are huge late game for either supports or mid. But as a mid, she can literally remove 1 or possibly 2 carries with a single spell reel. I just don't understand why there's isn't a small portion of counterplay built in, like a 0.25 second cast time on AOE that seems so appropriate on many other AOE abilities.

Why do people always leave out that Annie has 1, binary as fuck play style. Every Annie regardless of who's playing her will do the exact...same....thing. I am still surprised how people are still shocked about her.

Binary is irrelevant to anything other than perhaps skill cap. If I push 3 keys, or 7 keys, but you can't do anything once the first key is pushed, then that's not a terribly fun experience.

Banshee's Veil is a direct counter to the combo (the only one, because QSS still won't allow enough time for a flash out of the rest of the combo), but that's also not fun for the Annie. I don't think any champion should be the subject of such a choice: build item A and make champion irrelevant, or don't and lose.

I mentioned the 0.25 cast time on Cass and Liss. Not sure where TF falls into this category, since he doesn't have an AOE stun.

Well, even as support she plays the same way, but with less dmg.

Sure, but I think as a support there's a lot more risk, since removal of a carry is not guaranteed. If a support Annie lands a Tibber-stun, and other members layer CC or damage to kill 1 or more people, that's just solid coordination. So, to be clear, I'm not calling for any major changes. Something that would offer backliners a slightly greater chance a living (whether that's a small cast time added or AP ratio tweaked) would probably do just fine.
