Re-roll into random skin permanent

Hey guys I was wondering if I were to say re-roll thre e legendary/epic/legacy skin shards would that give me a legendary/epic/legacy skin? Or would it in fact just give me a random skin. Maybe this has been answered before. Preferably if you provide a theory you would mark it as such. Thanks in advance!! [slayer-pantheon-thumbs]
