I just got on and bough Xayah, but when I go to start a a game she isnt yet available? I thought that riot stated that they would be available today at 8 am Pacific time. Did I miss something in the announcement?

Is that why I seemingly can't gift Rakan to my BF with IP like Riot said we'd be able to? Or am I just doing it wrong?
They said they release them during the patch, not when the patch goes live. It's been like this for years.
Well I already seen Rakan in game but in champ select its disabled for me also.
I'm playing Rakan right now. Already played him twice and Xayah once.
Having similar issues. Its telling me the champions are "Temporarily Disabled" yet other people in my games have played them.
