Permanent loot in Hextech Chest?
Hey everyone, here's the question that has been giving me a headache for an hour now. I've been looking up a lot of stuff about the drop rates regarding the hextech items in China, and there's something Google cannot answer clearly: is it possible to get a permanent loot, skin or champion, in a chest? Without upgrading it with the essence? Not talking about the Reroll here, I already know how that works. I'm litteraly talking about the Hextech Chest opening. Some people say it's possible, some people say it's exclusive to China, but I can't find any good, clean, verified info on that one.
Can anyone help me out please? Pretty please?
