Have you played games where one guy goes 20+ kills, ending any and all competition? This is essentially the main reason for ranked play, to sort skill into competent groups.
Match new accounts against new accounts, with number of games played on account being a factor in matchmaking.

So when i finish provisionals on plat 5 imma get in games with silvers and bronze player and anhilate them? .__. this is worse than smurfing a smurf wont stay in your division for long so one game out of 30isnt a big deal. Try dealing with challenger smurfs in plat low diamond ppl who are actually gods at the game u wont even touch your lane

It's the player's account total games that makes a smurf, and only that.
It would also reduce the motive to automate running up new accounts to level-30.
