how many games am i going to lose for bot and newb players....

in these few days.. when i go to play normal games or ranked games i saw a lot of newb guys or bots playing around please add a level limit so in ranked,normal games i can play with good players and my own lvl players i think it,s every region problem or something please fix this so i can win one time we were so close to win but and i was playing as supp i enabled the redemption so our adc could kill their adc but our adc ran out of it,s circle! then their adc got us with 100 hp -_-
