New Summoner Spell?

The passive support class and the squishy midlane mages right now are suffering because of the assassins and gap closers in the league, there isn't much the player can do to escape imminent death other than to flash away or use Zhonya's. I think there should be a new summoner spell that reduces the cooldown of the other summoner spell, moves, and the cooldown of items, not by 100% but maybe like 50% and its own cooldown timer increases by 75% of whatever you've gotten rid of. For example if you had 90 seconds on flash, 110 on your ult, 5 on your Q W and E, and like a 45 seconds left on your zhonya's the cooldown of the ability would be 195 seconds. And the more items you had the longer it would take. Think of the children Riot, please
