Suggested Changes for Viktor

I am a Viktor main, but he is quite weak right now, to the point that it is simply feels unwise to play him in ranked. He has a 46.85% win-rate according to Champion.gg (http://champion.gg/champion/Viktor/Middle?league=). In my opinion, the Rylai's nerfs hit him hard; he hasn't felt the same since.

What I see as a problem: Since the changes to Viktor back in early 2016 (I think)—when his E's delay was increased—Viktor has been somewhat locked in to purchasing Rylai's every game, because he needs the slow to land the second part of E, to keep people in his R, and (sometimes) to kite with Q. Seeing as he already has a slot reserved for his Hexcore and another slot for boots every game, this leaves Viktor with only three flexible item slots, while other champions have five. Additionally, Rylai's isn't an very strong item post-nerfs, so it feels bad to need to buy it.

My suggestion: Add to Viktor's kit a 30–40%, 1–2-second slow that's applied with Viktor's abilities.

The goals of this suggestion:

  1. Return Viktor's ability to apply ~40% slows to land the second parts of his Q, E, and R—in my opinion, what makes him fun to play.
  2. Save Viktor from needing to buy Rylai's every game. This would open up more build options for him.
  3. Potentially present Viktor-players with meaningful decisions about which ability to upgrade (depending on where in his kit the slow may be added).

Suggested options for implementation:

  1. Perhaps this slow could be added to his passive and would increase with level or with Hexcore upgrade.
  2. Perhaps the slow could be a passive added to his W.
  3. Perhaps this slow could be applied on only E or on only Q.
  4. Perhaps this slow could become available only upon completion of the Perfect Hexcore or only upon evolution of W. (I like this idea because it would compete with Q's evolution incentives, presenting Viktor-players with meaningful decisions about which ability to evolve, rather than always E>Q>W.)

Suggested options for compensation:

  1. Weigh his damage even more heavily toward the back end of each of his abilities. (E.g., increase damage of E's secondary explosion and decrease its initial damage.)
  2. Remove his R's 20% movement-speed bonus he now gains upon completion of Perfect Hexcore (and perhaps slightly increase his R's base movement speed as compensation.)
  3. Increase the price of Perfect Hexcore.
  4. Give the added slow a cooldown before it can be applied again.

I am fully aware implementing such changes may be difficult and/or present other complications, but I think this is a good idea, so I wanted to share it with.

I think applying what is basically old Rylais' effect onto Viktor's abilities is ludicrous and potentially OP.

I am a Viktor main, and I also want to see him viable again, but what you're proposing is too simplistic, and it creates many issues already.

Why not mini-rework his E and R? I've been saying that for weeks. Or at least revert the Chaos Storm follow speed changes and make his Aftershock (Second E) easier to land. This would automatically bring him back into favor, in my opinion. Lich Bane / Banshee's Veil second item would be great on Viktor with this setup.

Another thing that would automatically help Viktor would be making his Hex Core installments cost 1,000 each instead of their current costs.
