so i got a lvl 30 playing his first ever ranked games and he doesn't have rune pages and dosent buy items and the other team gets a plat jng.. how is this fair in anyway riot? like i really want to know how this can happen.. i have never been so upset with your company before. i understand i put myself in this sort by playing bad in promos but how do i get placed with these kind of people after being in gold last season then playing a bad placements..

Pretty sure since starting mmr is low silverish in solo/duo, a current plat can't end up in the same game even if you tried to muck around with duo's to get the mmr's to work.
If it's flex, then that's not unusual, since most people have flex mmr's completely unrelated to their solo/duo rank at this stage since it's a new queue and not everyone has climbed to their 'proper' place.
Or maybe you were looking at someone who was only plat last season, but currently haven't climbed there.
