most of them build full damage and get blown up before their ult completes. i had one manage to do 5k damage in a 40 minute game
also, almost every vi uses their q to close the gap in which case they use all their damage to ult and then die

She was like, EVERYWHERE post jungle rework. Warrior was the only good jungle item, flash Q into ult as soon as you had it was basically a free kill on anyone during a gank (and no flash Q into ult was also a free kill on anyone except champs with super long escapes like Zed or Corki), and she could solo drag at level 3, they didn't build full damage either, usually just warrior then tank from then on out
For a couple months there was basically 4 junglers, Lee Sin, Vi, J4, and Rek'sai. I'm shocked you didn't see any good Vi players during that

Building full damage on Vi is just silly.
She's not that defensively mobile. Her ult is a gap closer, and her Q has to charge (and comes with a slow!) for full distance, forcing her to wall jump or she's not always going to get away.
She doesn't go invisible, she doesn't become untargetable, she's AD based with one tiny AP ratio making a zhonyas AP build useless on her, you just plainly cannot build full damage on her.
Most people go full damage on Vi? I feel sorry for you if you get people that don't know how to play vi. Everyone I play with knows, TF then full tank pretty much.
