Buff Frozen Mallet/Change Build Path?

Besides the terribly inefficient buildpath to frozen mallet (an over 1k gap in gold between items and mallet) does it also nearly add no stats, it adds 190 HP and 5 AD to finish the frozen mallet, also giving the seemingly mediocre slow effect. Let's see, 5 AD is about 180 gold in value, and 190 hp is about 250 gold in value. That's 430 gold, which means the slow costs about 700 gold alone, for a slow, really? for a finished item? It's a really expensive item in general, and I like building it on champions like Gnar if the buildpath and stats weren't so terrible.

Frozen Mallet is intentionally in the spot it is because in many cases, one hit and they are going to be perma-slowed. Ashe having it is questionable since her kit is balanced around it, and DoT effects and Rylai's interaction needs to not last the whole time (10+ second 20% slow from Morde ult is ridiculous and counters immobile champions more than it does mobile champions.)

Rylai's (other than abuse cases) doesn't have it up as often in most cases.

Frozen mallet costs 3300 gold. Gives 700 hp and 30 ad Hp is worth 2.66 gold per point, ad is worth 36 gold per point. 700hp is therefor 1862 and 30 ad is 1080.

The stat component is 2942. The total cost subtract the stat value is 3300-2942 which equates to 358 gold.

The slow passive costs 358 gold.

I would say just Rework the slow a bit like Rylai's was
