they fixing her soon, she getting a weakend blind and increased passive dmg, this will make Quinn viable again

I can get 1700 move speed from fountain, and b e back in my lane within 5-6 seconds after buying....shes actually pretty OP and has good harass and AOE

Quinn was not good before the changes. So her identity was changed with her ult. The transformation made it so she wasn't a good ranged adc or a good melee carry.
