is still broken as hell. His AP scaling isn't as good as before but he's still a pain to deal with if you're facing a decent summoner. Max AP scaling (for his ultimate iirc) without runes/masteries was 330. Now it's 300. Tbh I can't really see a huge difference in mid lane with his nerf. Also when is the 
patch coming
Veigar is a major burst mage but he is extremely vulnerable. The best way to shut veigar down is avoid his stun and blast him as much as you can.
I don't have a clue what you are talking about, literally. A max AP scaling on his ult? What? Scaling isn't as good as before? If you're talking about the specific ratio changes then you're very wrong, and you need to look at the patch notes, or just play him and compare old to new values; his base values were nerfed (-30 base damage on Q at rank 5 AND -20 base damage on W at rank 5).
