Why is there no item that gives you attack damage and armor?
seriously though, there are items like 
that gives u AP and MR but nothing for those guys that need AD and armor, whats up with that riot?

Because it would be extremly benefitial in a bruiser-bruiser toplane. It would litterally be the dominating item, like Cinderhulk.
Because Atma's had to be removed because it was tainted with the memories of Season 2.

The main reason is everyone who wants either of the stats will abuse it or it will be so weak that no one buys it.

old school one though. it was like 12% ls/ 30 armor/ 30 ad or something like that... with a free ward. rip true jax top. they just kept fu***** with it... and ruined it as one of the best items in the game for cost efficiency since spirit of the elder lizard. wriggles...how i miss you.
