do you mean his Q cd scaling? if so it mainly scales on attack speed. idk if cdr effects it. tornado is a second of cc ofc combine with his ult make it 2-2.5 depending how he times it.

Yeah. It's one of the reasons he's shit-tier in URF.

CDR only meaningfully effects his W. His R is low cooldown enough and is generally gated more by whether or not it's a good decision to press R off of that knockup, his E is so low cooldown that it's meaningless to get CDR for, and, of course, CDR has absolutely no effect on his Q.

Generally the best build on him is IE->PD. While Stormrazor might be better than Shiv on him, you also badly need the defense from PD to actually do anything as Yasuo.
