Caitlyn seems really weak now

I've been playing Caitlyn almost since I started playing the game, and she's never seemed as weak as she is now. After 5.22, I've noticed that even laning against late game hyperscaling ADC's like Vayne and Kogmaw that she's supposed to counter by being an early game dominant ADC is difficult, let alone people like Jinx, Lucian, and MF.

It just feels like I've lost like 20 AD or something, that even though she plays the same, she just does less damage now. Is there some trick to playing her I don't know about yet? Like, I know the new headshots are a thing, and I know how to punish CS, E-Q combo, and lay my traps to chain CC, but it feels like I'm missing something else.
