garen got a pretty big buff on his E, which is his main source of damage anyways.
he got a hard nerf on his q which was his only engage option and the main reason he countered riven now how did he get compensated? his problem was engaging AND they nerfed his tankyness ON TOP of nerfing tankyness over all. double nerf to garen
