Volibears Fear
doesnt effect champions.... but 
abilities do.
these are all the fear champions, but Volibear doesn't get the option to fear champs only minions.

He'd be pretty broken if it did. It's 3 seconds at max rank and it's an AoE. For reference:
Fiddle can only fear one person. Hecarim's is an ultimate. Nocturne's is tied into a DoT that he has to stay in range of and is single target. Shaco has little input over his, outside of baiting unaware people into it. Warwick's I believe is significantly smaller than Volibear's.

I would actually prefer giving some more CC instead of this ridicolous damage he has
