i don't agree with those:

  1. akali strong? where? how?

  2. sejuani, yes it was recently buffed but i don't think is dominant yet

  3. viktor, well if you pick him top maybe, but top is such a counterpick fiesta i wouldn't consider it

  4. why is maokai weak exactly? i played a bit with it and it's a great tank

  5. why annie weak?

  6. how is neeko weak, really?

  7. blitz has the best hook of the game

  8. jinx weak why?

Blitzcrank can be trash and win the game off a lucky Q.

Bard Is never weak. One of the most item independent champions in the game. Its the players behind him that cause issues. Not the champ.
To much garbage knowlage of his kit. Players bb rushing of stuff like item 3092 item 3504 on him. that's a weak build.
